Can you explain what is the difference between a program that does embroidery editing and one that does embroidery digitizing.

Embroidery editing programs allow you to size, rotate, change thread colors, edit stitches and combine several embroidery designs into one file. Embroidery editing programs do not give you the ability to create embroidery designs from scratch. To do that you need use an embroidery digitizing program like EmbroideryWare.
